It seems to me that you are inviting conjecture from a group of CAESAR II users for what I would guess is part of an engineering design specification. I suggest you ask this question of the author. I would like to know what you learn.

I suggest you review your load cases. L14 is empty and L16, as a basic laod combination (D7) must appear before all load cases combination (before L7). Is L15 a "Maximum" combination?
