Why is it that a teflon slide plate is required b/w the load flange of the base spring and the pipe attachment when the resultant horizontal movement on the pipe is greater than 1/4"? Thanks in advance....

This requirement is basically to avoid the Load Flange Column from getting jammed with the casing ,,due to the Friction force generated by the Sliding Support component or pipe.
