CII can do buried pipeline analysis, but keep in mind that it can never check local buckling effects. The stress checks are performed in the same manner as for an above ground pipe. Especially for large diameter FRP the local effects are often of more importance. If it's a sand-filled FRP they are using it will give you an extra problem.
I worked on road crossing underground 16" dia with wt/sch 0.375 insultation thickness 2.0 ,Material A106-B pipe running 60feet long. On site you will see underground road crossing pipe are welded on I section laying on supports.
In Caesar II ...Road crossing restraints will be +Y with Mu=0.0 and Guide with Mu=0.0
