does anyone know if flow velocity has any impact on the specification of the expansion joint?

You need to talk to the manufacturer. It obviously depends upon the fluid, however excessive flow in an expansion joint can cause turbulence induced vibration leading to fatigue failure. Internal sleeves can help in this respect.

EJMA code has some information in this respect but the best is to talk to the supplier. Sometimes sleeves are good sometime very bad.
