My IT department is asking if Caesar II can be run without administrator rights? Our experience has been that it will not run without administrator rights.

Yes CAESAR II will run without Administrator Rights. However, users must have full rights to the "\system" subdirectory below CAESAR II.

This whole problem could be avoided by not installing to "c:\program files".
