What if the SIF is generated using FEA? Or any method not in appendix D?

You always have that paragraph in B31.3 - 300(c)(3). "Engineering requirements of this Code... employ a simplified approach to the subject. A designer capable of applying a more rigorous analysis shall have the latitude to do so..." Documentation is required as is acceptance by the owner.
