It all depends if you can or not include the cladding material in the strength calculations (normally you cannot), refer to ASME SA 264. It also dependes on what inside diameter you have selected for the shell.
In the PV Elite, normally you set the ID as the carbon steel shell and head, excluding the cladding (ie 806 mm, if the shell ID is 806 mm excluding the cladding). Obviously, in your GA drawing, the ID will be 800 mm, not 806 mm, because you have to substract the cladding thickness.
In some cases, as allowed in ASME SA 264, you may include the cladding in the strength calculations, but that's only in special cases.
