Usually, it is a good idea to push the final stress analysis of jacketed piping down to the fabricator. The reason for this is that loads are transferred between the core (inner) pipe and the jacket pipe only at the internal spider locations, and the fabricator is the only one who knows where they are in time to produce a meaningful Code Compliance Report.

You will need to do some preliminary analysis to locate supports, etc., and then provide that information to the vendor either as a preliminary stress report or in drawing form. The weight of the inner pipe is supported by the spiders, and the spiders, in turn, are supported by the jacket pipe, which is in turn supported by the pipe supports in locations you provide.

Most projects don't wnat to extend the schedule so that the design engineer produces the final stress report. As you can see from the load path described above, much coordination and iteration is required to get the final analysis to comply with the Code rules. This would unnecessarily delay both the project and the fabricator.
