shabeer,
Storage tanks are designed to API standard 650, 620 or similar standards like AWWA for water storage. These tanks are not stamped or marked otherwise, the fabricator only affixes a nameplate. ASME VIII is the Boiler and Pressure Vessel Code, which regulates the design and fabrication of the pressure vessels (as the name suggests). The certification from the fabricator that the vessel was designed and fabricated in accordance with ASME VIII code, is in the form of a Code Stamp placed on the completed vessel, with the approval of a Authorised Inspector, named U stamp, U2 stamp or similar as regulated by the ASME Code.
Summary, tanks have nameplates only, vessels have nameplate and Code Stamp as required by the Code. Consequently, your storage tank does not come under ASME VIII jurisdiction and as such cannot be stamped (assuming that your tank is vented to the atmosphere).
Also, it seems that you are re-inventing the wheel, by designing a storage tank per Roark's formulas. Why dont you use API standards for your tank design? Is you Client happy to accept your Roark based design?
