Is there a reason why in the subject report, CII reports max deflections for a series of load cases without a sign (implying positive), when the corrsponding load case might report an actual negative deflection?

The bottom (summary) line of that report simple shows the largest (absolute) numeric value of the lines above. Yes the value could be plus or minus, but you can simply look at the lines above.
