CAESAR II can read in the ".N" file created by PDS.

Create the neutral file in Intergraph (the file as mentioned by Rich has the .n file extension). Then to convert this to a Caesar II input file, open Caesar and select Tools->External Interfaces->Intergraph. Write to techsupport@coade.com if you have any problems/questions about this.
