Imagine you have two separate pressure vessels sitting one on top of other. They would be connected in between by a 'cylinder' that just connects them, but has no pressure inside that cylinder. That cylinder would then be a skirt that separates to independent pressure chambers. I hope that answers the question.

Sorry, i face same problem and still not have / get clear explanation for the term :"Does the skirt separate two independent pressure chambers?"
I have a vertical vessel, made from 2 cylinder connected together (welded) with typical length 1800 mm each.
Kindly advice with a little bit clearer again, regarding the selection to answer "YES" or "NO".
