While analyzing a manhole as per App. 1-10, Local primary membrane stress are exceeding the allowable stress value. I have provided full reinforcement, full thickness to the manhole neck; Still I am unable to control these stresses.

Hello Rajendra,
Just to let you know, Appendix 1-10 was removed from the 2017 edition of ASME Section VIII, Division, and is now longer to be used for new vessels.
The local primary membrane stress is determined by equation (35). This is separated from the general primary membrane stress (2.sigme.ave). If PL is greater and the allowable stress, you have to take remedial action.
