Strictly you should use the NC method when you are complying with ASME III nuclear code. It's usually poor practice to cherry pick between design codes.

It is basically the requirement of the client. If client didn't specified the method of analysis for flange leakage, it is a normal practice to go for pressure equivalent method.

But nobody can stop you to use ASME VIII div. 1 app. 2, It will give you pretty fair results. If you stay within, good for you, if not, some FEA can help you at limit but you should know that you are in a very critical situation.

You may want to know what do I know. I had 1000 and more flanged connections to check, so after a while I started to know something about.
It was a good exercise.
