Geaprocess,

Design presssure is consider as a safety margin. Note that this pressure may not exist in the actual operation of the plant.

Sometimes operating pressure are classified as minimum and maximum operating pressure depending on the condition variation. Maximum operating pressure is the maximum pressure expected during the actual operation. minimum operating pressure is the minimum pressure expected during actual operation. Note that evaluation of nozzle load & support load are usually done in this condition.

I'm not familiar about piping specification pressure but I think this is the minimum design pressure correspond to the minimum design temperature that the analysis should be considered.
