Allowable Stress Value for ISO 14692 2017 Code

The HDB Static Value (50 years) for FRP Pipe as per our test result is 177 MPa. When following ISO 14692 2017, can we consider this value as allowable hl(2:1) OR do we need to multiply it with a safety factor of 0.5 to obtain hl(2:1)?
