WRC-107 actual allowable values ?

hi,
Can any one explain me how WRC-107 report calculation.how its calculating actual allowable values. Actual values as shown in attachment.

S.I Allowable
Pm (SUS) 20,000 Is understood.
Pm (SUS+OCC) 24,000 Not sure
Pm+P1 (SUS) 30,000 Not sure
Pm+P1 (SUS+OCC) 36.000 Not sure
Pm+P1+Q1 (TOTAL) 60000 NOT SURE from where 60,000 came from?

Can any one reply me where can I find the reference for the WRC107 allowable as shown above.

Pm (SUS) < Sh

Pm (SUS+OCC) < 1.2 * Sh

Pm+P1 (SUS) < 1.5 * Sh

Pm+P1 (SUS+OCC) < 1.2 * 1.5 * Sh

Pm+P1+Q < 3 * Smavg

These Allowables are from ASME SECTION-VIII,Division 2

I understand the above, but I need Annex # from ASME Sec VIII, I have not find in ASME Section VIII Division 2 saying Pm+P1+Q < 3 * Smavg.

Can you reply me with Annex # or page #
