is it posible to EXPORT files from CAESAR II to say - CADWORX or PIPE NET ?

Yes, CADWorx can read c2 model files.
No you cannot export models from c2 to PipeNet.

Provided a program can import a PCF file, then it can be done with PCF. But there's usually a few tweaks that are required since different software interprets PCF data in different ways.
