DOUBT : what is menat by hanger installation load (pre-load) that is always in a spring hanger. ?

while reading the "LOAD CASE DEFINITIONS " file downloaded from intergraph, i got this doubt...

A variable spring hanger, when installed, is set to put a predetermined load on the system. Read the section on "hanger design" in the documentation.
