I see that PV Elite Please uses 1.3 times the ambient allowable stress of the material for allowable hydrotest stress. What is this based on? Is this method mentioned in ASME Section VIII, Division 1?
I cannot seem to find how they came up with this idea. Please provide a short answer if you understand where this calculation of the hydrotest allowable stress come from.
I feel like there is a simple answer to this question... I am not looking for an in-depth discussion. Scott, Ray, Luis... any quick answer would be appreciated.

Hi JPM,
Division 1 doesn't specify a limit for hydrostatic test pressure, as long as the vessel is not damaged. We made an interpretation to use 1.3 times the ambient allowable stress of the material.
