Depends how you want it implemented. "True" Jacketed piping with separate core and jacket components can't work due to connectivity issues. There's a number of other options, such as using components representing fabricated jacketed ones e.g. a single tee component in place of multiple nested split tees.

Make a table for jacketed tees, using a conventional tee data table, and jacket dimensions. Adjust the weight to account for the core section.

In the spec, use the jacket size for the size filter. Use an appropriate long description, including a reference to the standard drawing which has the details for fabrication.

That's as opposed to trying to work out a tee for the core, two split tees foe the jacket, spacer bars, and so on.
