Allowable displacement stress

Hi,
I am just wondering why liberal allowable stress equation (b) is usually used in Caesure II rather than equation (a) as per ASME B31.3
Is this because of sustained loads (Sl) or less conservetive? I appreciate it if experts reply my question.

no. this is because people would like to take advantage.
It is more difficult to comply with 1a than to 1b, so....
If code tell you that is ok to do so... everybody says why not?
