I'm looking for the actual requirements in the B31.3 code, actual sections in the code, that address how to approach flange stress calculations (bending stresses) and flange leakage calculations.

I'm currently working on a B31.3 project and have been using the CAESAR Flange module to analyze the all of the flanges in my system per our customer requirements. However, the customer doesn't give any information regarding allowances for occasional loadings for example. So I start looking for any type of requirements in the B31.3 code and can't seem to find any references regarding how these should be approached from a stress standpoint.

Any guidance would be greatly appreciated.

I think you are working on Reliance project.

As per my knowledge ASME B31.3 doesn't give any guidelines for flange leakage check.

In this case we need to see BPV sec-III which gives equivalent pressure check or BPV sec-VIII gives detail flange leakage check.

Same both methods are given in CAESAR II flange leakage module...
