I have a 16" pipe with tie rods. Using the simplified method for modeling tie rods, should the tie rod element be the same 16" pipe rigid or should the equivalent I (moment of inertia) of the 4 tie rods be added and an equivalent pipe selected?

I would suggest the "equivalent moment of intertia" method, and don't call the tie rods "rigid".
