can anybody explain this line.
" SIFs are not applicable to sustained collapsing type loads".

SIFS are factors determined based upon fatigue testing and are entirely applicable to fatiuge loads.

Collapsing loads such as weight and pressure, and a fittings tendency to decrease the resistance to collpasing loads compared to a straight piece of pipe is not necessarily the same as a SIF.
