I am getting below error while I am converting neutral to CII file.

To answer this we need to know the following:

1) Did CAESAR II generate the neutral file?
1a) If "yes" what version of CAESAR II generated the neutral file?
1b) If "no", what software generated the neutral file?

2) What version of CAESAR II are you attempting to read the neutral file with?
(Note that you may be unable to read a neutral file with an older/earlier version than the one that generated the neutral file. This depends on what new data may have been added to later versions that earlier versions won't know how to handle.)
