If no CFG file is in the local folder, CAESAR II will collect the information from the CFG file in the SYSTEM folder. You can quickly access the SYSTEM folder from the Utilities tab on the Main Menu

Alternatively, you can force CAESAR to make a copy of the config file in the working Caesar file directory simply by clicking on the configuration editor icon and the save icon.

Exactly. The local configuration file in the (working) data directory takes precedence over the default configuration file located in \System. This permits you to have different configurations for different projects (directories).
