I have a 40" pipe system connected with a Centrifugal Compressor, The narrow space force us to use by default Expansion Joints, the question is: Evaluation of Nozzle compressor must be done with Design or just with Operation Temperature?

One question how much difference you have in design & operating condition? Generally it should be done for maximum operating temperature (flex Temp, which is somewhat higher than the operating temp but less than design) and stresses need to be checked for maximum range. Now it all depends on what your client is demanding or what guidelines you had set before the start of the job.

It's dependent on the end user, and how the various temperatures have been defined.

Design temperature - of the equipment, or the pipe? Is it defined by the process or the material properties? If based on the material properties, this raises a red flag, and may be impractical.
