How to create a new structural database and other ".C 2" files can call it?

You can't - the structural database files are proprietary binary files. If there is a particular steel shape library you want, please file a Support Request on Smart Support.

As I stated above, you can't create a structural database, we have to do that. Submit your request via Smart Support so that it can be logged and tracked.

And then if there's enough volume (numbers of requests, not a few yelling loudly) and it makes sense then it gets a higher priority.

I would suggest adding an additional request to provide a secondary structural database that users can add to. That way the integrity of the OOTB database is retained while allowing additions on the fly.
