i would like to clarify few doubts regarding safety valve

1)should i combine safety valve reaction force with operating case or design case?my friend is saying it should be with Design case as safety valve is poping up in design case .my dobt is safet valve force is OCC case that we are combining with Operating case only .please advice me?

2)What is Thrust force in Safety valve .i used to input Reaction force only.is thrust force and reaction force is same?
