Dear all,

We all Know that,

Sa = (1.25Sc + 1.25 Sh)

1 Sh is reserved for dead weight (equation 11)

then Sa becomes,

Sa = (1.25Sc + 0.25 Sh)

my question is , why code reserves 1 Sh for dead weight , Why not 1 Sc. Since the Equation 11 is for sustained case).

Because the primary stresses must be below the respective allowable in all positions of the pipe. The hot condition is one of those positions, hence the allowable of Sh. If you have multiple operating conditions, you have multiple Sh values, and the Code lets you pick the appropriate one. (This does not mean you can pick the most favorable, but rather the most applicable.)
