What Version and Build of CAESAR II are you running?
The first error indicates that the ESL can't be found, or in the case of a network ESL, all available licenses are in use. If this is the case, you'll have to wait until someone else finishes with the software.
The TEMPMAT issue sounds like a "permission" problem. Where is your data directory? If there is a TEMPMAT file there, delete it and try the input session again.
The 3rd item again indicates all licenses are in use.
