Not really, but this isn't a limitation of CAESAR II, but rather a limitation of WRC-297, which is for nozzles intersecting cylindrical shells. Therefore, the nozzle is (pretty much) perpendicular to the vessel centerline. If that isn't what you have, then WRC-297 doesn't apply.
If you want to model a nozzle on a head (such that the nozzle and vessel centerlines align), use PD5500.
