Dose CasarII ver. 4.5 and casarII ver.5 give different results (stress ratio or loads or displacement) for pipe line stress analysis.
what has been the reason to make such changes ( definition of stresses) in the ASME b31.8 ?

Oh yes - big changes / differences. The B31.8 Code was basically rewritten.

That depends on your project requirements. Often a project is allowed to complete under whatever Code Edition was in effect when the project started.

As per modified B31.8 there is no affect of construction factor on Stress allowable values though Fac input option still present in CAESAR II 5.0 but it has no impact in output.

Correct, "Fac" does not affect the allowable stress value. "Fac" is used in determining the minimum required wall thickness - see paragraph 841.11.
