When Caesar calculate the allowable stress using UKOOA code, why f3 (ratio of residual allowable, after mechanical loads)was not considered in the allowable stress equation of (f1 f2 LTHS) / 2.0 as this might give a even more conservative analysis?
If you read the article by Tom Van Laan , in COADE newsletter you will find how the f3 term takes the final form in the way CAESAR II checks the UKOOA equation.
