I don't have the manuals with me, but I'm certain modeling of tees is in there somewhere.
However, in answer to your question, your example is correct except that you must tell Caesar what type of joint you have in order for the appropriate SIFs to be considered. In this case, while you are in the 10 to 20 spreadsheet, double click on the SIFs & Tees box and specify Welding (which means a regular welded tee). You can actually do this in any of the three spreadsheets: 10 to 20, 20 to 30, or 20 to 100. I prefer to do it on the first one. Unless you are manually specifying SIFs you only need to do this in one place. (I've seen many analysts enter the joint type on all three spreadsheets but its unnecessary.)
Finally, don't forget that hitting F1 will give you a help screen describing the currrent cursor position. Try doing this while you are on the SIFs & Tees box.
