cII 5.0 ignore insulation weight in the hydrotest case,here I suggest that let the user
of CII to decide ignore or not ignore. you can
set a button or something in CII to let people to decide to ignore or not.

Sometime the insulation maybe applied when the hydrotest is performed for some reason,especially after the piping is mended in
a in use power station.
