I’ve noticed that in some materials (such as 312 Gr TP321) depending on the thickness of the pipe the allowable stress varies. Does CAESAR II takes into account such variations? …My guess is yes, of course…

No it doesn't. If you use such a material you need to verify the allowables. We would normally put the lowest set of values in the database.
