Depending on the version of Windows you have, there can be problems accessing the help especially through a network. It seems that Microsoft has put in some safeguards for malicious code that might appear in help systems. You should be able to research this using your favorite Internet search tool.

We do let you move the "help" folder and point to it via tools->configuration.
